Utility Assistance

Energy/Housing includes the Comprehensive Energy Assistance Program (CEAP), Case Management and Affordable Housing. The service delivery area includes Brazos, Burleson, Grimes, Leon, Madison, Montgomery, Robertson, Waller, Walker and Washington counties.

Services Provided


  • Crisis Program
    Assistance with electric, natural or propane bills - households must meet specific program criteria.

  • Co-Pay Program
    Qualified, employed households will receive assistance which may include energy efficiency guidelines, assistance with electric bill, referrals and education on budgeting.

  • Elderly/Disabled Program
    For seniors 60 years plus and disabled individuals over 18 years of age. Rating system and household scoring system determine amount of assistance with electric, natural gas or propane for program year.

  • Case Management
    For individuals or families seeking to improve their quality of life through education, counseling and referral assistance. Additional services may be available to qualifying households.

  • Appliance Replacement Program
    Qualifying households will receive an overall appliance assessment. The assessment will determine which appliances are causing higher bills.
